KUALA LUMPUR: Seramai 171,858 pembayar cukai ‘menyerah diri’ kepada Lembaga Hasil Dalam Negeri (LHDN) menerusi Program Khas Pengakuan Sukarela (PKPS), setakat 14 Februari lalu.

REFERENCE is made to the video clip of a retired principal voicing his criticism of our education system during a forum organised by the Education Ministry. Firstly, I would say the forum was a good platform for the participants to air their views and offer constructive criticism and also suggestions. It certainly was not a platform to discredit the Education Minister and his officials or to criticise the minister’s plans for reforming the education system and policies. The principal voiced his criticism over the education system but then praised himself for his achievements during his teaching and administrative career. But where was he all these years? I am sure similar forums would have been organised before. If I am not mistaken, a conference of school heads will be held every year by the ministry. This is where these people should air their grievances and constructive criticisms, and offer suggestions as well.

There were many policies/projects initiated by the previous education minister that did not meet much success but no one raised these in any platforms. I would like to highlight some of these policies/programmes. Many years ago, an education minister (who eventually became prime minister) promised that during his tenure, he would transform all schools into single-session schools. Now, any layman would know doing this is not simple. Firstly, we needed enough schools to initiate the change. Eventually, that did not happen but no one raised the issue. That same minister also introduced a public exam for Standard Three pupils. As teachers, my colleagues and I knew that it was a ridiculous idea and would soon die an untimely death. Sure enough, it fizzled out but did anyone raise the issue? The exam created a lot of pressure for both teachers and parents, who started sending their children for tuition from Standard One. Children should enjoy their experience in primary education, at least in the first three years. Learning in the formative years should be fun, enjoyable and meaningful.

PETALING JAYA: A value-based education system can be a positive factor in the effort to curb bullying and create a safer environment in schools, says Education Minister Dr Maszlee Malik (pic).“Bullying is a serious matter to me, which is why we are putting forward a value-based education system based on love, happiness and mutual respect.“Instilling good values will no doubt create a better and safer environment for students,” said Maszlee, in conjunction with the launch of the #StandTogether 2019 National Kindness Week campaign. The campaign was initiated by R.AGE and property developer SP Setia in 2017 to tackle bullying in schools. A National Kindness Week has been designated every first week of April.Maszlee added that the campaign was an example of how stakeholders can work together to stop bullying by using “preventative and corrective measures”.

“I believe anti-bullying efforts have to be made together, which is why the #StandTogether campaign is so relevant,” added Maszlee. The ministry is also working towards creating an open school environment that would encourage children to speak up when bullying occurs, said Deputy Education Minister Teo Nie Ching.“I think what matters is the ministry’s approach in ensuring that children feel safe to speak up about bullying.“Surveys and studies show that this is the key factor in curbing this problem,” she said.Teo added that teachers were being trained to look out for signs that a child is being bullied, and that school administrators had been instructed to disclose bullying cases.“We at the ministry have assured schools that they will not be penalised for exposing bullying cases. We remain committed to ensuring that children are safe in schools,” she said.

I WOULD like to share my recent experience with potential buyers of completed residential properties from developers. Many first-time buyers may not be aware of the disadvantages in purchasing such residential properties. With the ongoing campaign by developers to dispose of their stock of completed properties coupled with the Finance Ministry’s incentive in the form of waiver/reduction of stamp duty, first-time buyers would be tempted to purchase such houses. However, they should be aware that completed residential properties, even though purchased directly from developers, are not governed by the Housing Development Act (HDA).

As such, the completed properties are purchased on a “as is where is basis” and purchasers do not receive any protection whatsoever from the HDA. For example, purchasers are not entitled to the defects liability claim period of 24 months under the HDA.It is understandable for banks to insist on the requirement for a valuation report if the purchase of the completed property is a sub-sale. However, it is mind-boggling that banks on the developer’s panel of financiers impose such a condition when the purchase is directly from the developer. So, first-time buyers, if you have decided to purchase a completed property as your dream home, please check thoroughly with the developer and the bank before confirming the purchase.
