Consumer Credit Act to govern 'consultants', protect borrowers
KUALA LUMPUR: Non-banking entities, credit counsellors and management agents who are currently unregulated in offering their services, will soon be subjected to the proposed Consumer Credit Act (CCA).
The act, which is scheduled to be tabled in Parliament by the end of this year, will also seek to protect consumers from non-bank credit providers and credit service providers by ensuring proper conduct, fair, efficient and transparent services.
NST yesterday reported on the emergence of intermediary groups who are preying on desperate borrowers.
These groups would put up a helpful front and promote their skills to bargain with money lenders, including loan sharks.
In response to the NST Focus' report, the Consumer Credit Oversight Board Task Force (CCOBTF) said all credit and credit service providers would soon be required to obtain authorisation from the Consumer Credit Oversight Board (CCOB), which will be established under the CCA.

TNB to boost Energy Transition investments by nearly six-fold
BALI (Indonesia): Tenaga Nasional Bhd (TNB) plans to step up its investments by nearly six-fold between 2025 and 2030 to prepare for its future Energy Transition (ET).
TNB's allocated ET for 2018-2024 stood at RM6 billion from a total of RM45 billion allocated on the domestic grid.
The group now plans to invest about RM90 billion within five years, from 2025 to 2030, on the national grid, of which RM35 billion will be spent on ET-related investments, while the remaining RM54 billion on non-ET.
President and chief executive officer, Datuk Baharin Din, said TNB is keen to expedite its investments in the Grid to avoid bottlenecks that are currently happening in mature markets, which could delay the scale-up of renewables as connection queues for wind and solar projects grow to record sizes.
"Bottlenecks can be observed across the United Kingdom, Europe, and even the United States as grid connection queues for wind and solar projects range between a staggering 50 and 200 gigawatts.
"Therefore, in Malaysia, we want to make sure that we build green infrastructure early on so that we avoid any bottlenecks in the adoption of RE," he said during a session at the ASEAN Energy Business Forum (AEBF) 2023, in Nusa Dua here, yesterday (August 24).

TNB bill: Consumers can lodge claims with TTPM
PUTRAJAYA — Consumers who are not satisfied with the increase in their electricity bill during the movement control order (MCO) period can file their complaints at the Tribunal for Consumer Claims Malaysia (TTPM).
Deputy Domestic Trade and Consumer Affairs Minister Datuk Rosol Wahid said besides lodging complaints to Tenaga Nasional Berhad (TNB) and the Energy Commission, consumers have another alternative to file their case with TTPM for a fee of only RM5.
“The issue of high electricity bill during the MCO has come to our attention. We noticed that many consumers have expressed dissatisfaction,” he told Bernama here today.
He added that the TTPM has received two claims so far, including one on the extraordinary spike of electricity bill.
The increase in electricity bill has been seriously discussed by consumers on social media, and many have shared their frustrations on the current electricity charges.
“File your case with TTPM for a RM5 fee and it will be judged fairly,” Rosol said.
TTPM was established on November 15, 1999 to serve as an alternative channel for consumers to claim compensation regarding purchase of products or services, and the cases can be resolved within 60 days.
The tribunal also enables the consumers to seek redress not exceeding RM50,000 for the purchase of products and services which are not as advertised.

KUALA LUMPUR: Lebih 20,000 pengunjung memeriahkan Hari Pengguna Kebangsaan (HPK) 2023 anjuran Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN) yang berlangsung di Piazza Pavilion, Bukit Jalil, di sini, bermula Jumaat lalu hingga hari ini.
Pengarah Bahagian Gerakan Kepenggunaan KPDN, Adiratno Che Ani, berkata jumlah pengunjung itu melebihi sasaran ditetapkan pihaknya iaitu sekitar 10,000 hingga 15,000 orang pada program bertemakan "Pengguna Berdaya, Negara Rahmah Sejahtera" itu.
Beliau berkata, penganjuran program berkenaan adalah selaras komitmen dan usaha KPDN untuk menjadikan setiap rakyat sebagai individu yang tahu hak sebagai pengguna serta berani bertindak untuk hak mereka mengikut peruntukan undang-undang dan peraturan sedia ada.
"Tujuan mengadakan HPK 2023 ini bukan sahaja untuk meraikan pengguna tetapi untuk mengingatkan mereka tentang hak yang perlu dipertahankan. Pada program ini, kita memberi maklumat kepada pengguna cara membuat aduan sekiranya ditipu dan sebagainya.
"Kita mahu supaya setiap pengguna mempunyai keupayaan dan bersedia untuk mempertahankan dan memperjuangkan hak mereka. Insya-Allah, negara akan rahmah dan penuh sejahtera sekiranya objektif ini tercapai," katanya ketika ditemui Bernama di lokasi HPK 2023.

Consumers continue to fight for their rights
PETALING JAYA: Umrah packages, home improvement, car workshop services, travel agencies and short-term rentals are the top five cases in the services category received by the Tribunal for Consumer Claims Malaysia (TTPM) this year.
Of the 3,484 filings from January to May 2023, 355 were for umrah packages, 343 for home improvement, 175 for car workshops, 145 for travel agencies and 137 for short-term rentals.
In the goods category, the top five filings during the same period were for electrical goods (192), cars (185), telephones (110), furniture (100) and clothes (67).Meanwhile, 7,109 filings were done in 2022, 4,845 in 2021, 5,761 in 2020 and 5,198 in 2019.
For 2022 and 2021, home improvement topped the list of cases filed in the services category – 757 filings last year and 420 the year before.
Travel agencies topped the list of cases filed in the services category in 2020 and 2019, at 584 and 383 respectively. In the goods category, claims for electrical goods topped the list for four years, with a total of 1,316 cases from 2020 to 2023.
TTPM chairman Hamidun Abdul Fatah advised consumers to make smart choices and look for the right information before purchasing goods or services.
“If you find that your rights as a consumer have been denied, don’t be quiet and just accept it as fate. The tribunal is here and you can come to the tribunal if the case is within our power scope,” he said.

LETTER | Thank you, Prime Minister Anwar Ibrahim, for finally admitting that Touch ‘n Go is a monopoly and that despite two decades in operation, there have been “no convincing developments in the system that has been stagnant”. Further, you have added that there was a need to review the system.
It is indeed great to hear that the Malaysian Competition Commission (MyCC) finally “stands firm with the public” and expects to end “the Touch ‘n Go Monopoly” in line with public demand”.
Five years ago on Oct 30, 2018, the Federation of Malaysian Consumers’ Associations (Fomca) officially filed a complaint on the abuses of Touch ‘n Go including excessive pricing, poor service quality, and not adequately addressing consumer issues and complaints.
Kerajaan diminta pecah monopoli sektor makanan, perubatan - FOMCA

KUALA LUMPUR: Gabungan Persatuan-persatuan Pengguna Malaysia (FOMCA) menggesa kerajaan menumpukan usaha untuk membebaskan monopoli, khususnya dalam sektor perubatan dan makanan.
Selain monopoli syarikat tertentu, Setiausaha Agung FOMCA, Datuk Dr Paul Selvaraj, berkata kerajaan juga digesa untuk menyiasat penubuhan sesuatu konsortium dan kartel yang cenderung bersifat manipulatif serta 'berkuasa' mengawal pasaran.
Beliau turut menyarankan Suruhanjaya Persaingan Malaysia (MyCC) untuk mendedahkan senarai syarikat yang dikesan terbabit dengan memonopoli sektor tertentu negara supaya tindakan boleh diambil, antaranya memecahkan monopoli mereka dalam pasaran demi kepentingan rakyat.

No more Puspakom monopoly on vehicle inspections once concession ends, says Transport Minister

PUTRAJAYA: Puspakom will no longer be the sole provider of vehicle inspection services once their concession ends on Aug 31, 2024, says Anthony Loke.
The Transport Minister said those interested in providing vehicle inspection services would be invited to send applications in the first quarter of 2024.
"The decision is in line with the government's desire to create a competitive service environment and facilitate all Malaysians," Loke said at a press conference on Friday (March 24).
"This decision means that Puspakom will no longer be the sole provider of vehicle inspection services on behalf of the Road Transport Department (JPJ) from Sept 1, 2024," he added.
