The primary obligations of the government in any civilised country are to provide food, shelter, and ensure the health of its population.
In Malaysia, the right to life is entrenched in our constitution. Without food, shelter and health, life is meaningless.
That is why Article 5 of the Federal Constitution does not only guarantee life and liberty but has been extended by decisions of the courts over the years to include the guarantee of a certain quality of life.
In this context, “quality of life” means, among other things, that the government must also provide employment opportunities, acceptable pay, pension rights, unemployment benefits and medical care.
No doubt, that is a huge responsibility. Sadly, after 66 years of independence and despite the wealth of natural resources at its disposal thanks to the blessings of the Almighty, the Malaysian government has not achieved this to an acceptable level.

PUTRAJAYA: Pelbagai inisiatif telah dirancang di bawah Pelan Advokasi Mengurangkan Gula bagi memastikan mesej berkaitan gula dan kesannya terhadap kesihatan dapat disebarkan secara meluas, kata Menteri Kesihatan Dr Zaliha Mustafa.
Beliau berkata pelan itu, yang turut merangkumi 'Kempen Kurangkan Gula' bermatlamat meningkatkan kesedaran rakyat Malaysia tentang pengambilan gula berlebihan dan dapat mengawal pengambilannya secara harian.
"Pelan ini juga merangkumi kempen kurangkan gula kepada pengusaha gerai minuman di medan selera di seluruh Putrajaya.
"Saya difahamkan, semua pengusaha minuman di medan selera sekitar Putrajaya telah bersetuju melaksanakan penggunaan satu sudu teh gula sahaja bagi setiap minuman yang dipesan," katanya dalam ucapannya di Majlis Pelancaran Kempen Kurangkan Gula 2023 peringkat Kebangsaan di sini pada Ahad.

KUALA LUMPUR: The Madani Medical Scheme was expanded to the entire country on Friday, Health Minister Dr Zaliha Mustafa told the Dewan Rakyat.
She said the scheme, which was to address the issue of overcrowding at government facilities, was expanded following the good response it has received since its introduction.
"Now more than 1,300 private clinics have registered and cooperated in this programme as a panel to provide health services.
"The Health Ministry also welcomes more private medical clinics across the country to register as panel clinics of the Civil Medical Scheme.
"I also hope that the members of parliament can help promote this scheme in their respective constituencies to ensure that more people benefit from these health facilities," she said.

PUTRAJAYA: Kementerian Kesihatan (KKM) membatalkan notifikasi lima produk kosmetik kerana dikesan mengandungi racun berjadual dan produk berkenaan tidak lagi dibenarkan untuk dijual di Malaysia.
Ketua Pengarah Kesihatan Datuk Dr Muhammad Radzi Abu Hassan berkata produk berkenaan ialah Skinsister Babyskin Treatment Cream, Sahaana Fairness Cream, Skinmade AZ & Salicylic Acid + Licorice Root Serum, Glowing Night Cream dan Glowing Herba Night Cream.
Beliau berkata Skinsister Babyskin Treatment Cream dan Sahaana Fairness Cream dikesan mengandungi merkuri, manakala Skinmade AZ & Salicylic Acid + Licorice Root Serum mengandungi asid azelaik.
Glowing Night Cream pula dikesan mempunyai hidrokuinon, tretinoin dan betamethasone 17-valerate, manakala merkuri dan betamethasone 17-valerate didapati terkandung dalam produk Glowing Herba Night Cream, katanya dalam kenyataan hari ini.
"Merkuri dilarang dalam produk kosmetik kerana ia boleh memudaratkan kesihatan sehingga menyebabkan kerosakan pada buah pinggang dan sistem saraf serta mengganggu perkembangan otak kanak-kanak atau janin selain menyebabkan ruam dan iritasi pada kulit," katanya.

KUALA LUMPUR: The government is committed to improving the people's quality of health under the 12th Malaysian Plan (12MP) through the Health White Paper.
Prime Minister Datuk Seri Anwar Ibrahim said this includes upgrading a total of 1,200 health clinics across the country between 2023 to 2025 to guarantee the best services and quality are delivered.
"The government through the 12MP also agreed to speed up the first phase of the Hospital Sultanah Aminah upgrading project, with an estimated cost of RM500 million to address the traffic congestion at the hospital," he said when tabling the mid-term review of 12MP in Dewan Rakyat, today.
The government will also scrutinise the proposal to rent high-tech equipment, including the implementation of electronic medical records at government hospitals and health clinics nationwide to ensure smooth and systematic medical records, he said.
